I'm sure Congress didn't "fail to require" that employers certify the status of workers; I'm pretty sure they left that out on purpose. After all, who benefits most from illegals voting, with a little help from their friends at Acorn?

But I thought that all employers were required to certify that their new employees were legally eligible for work. Every time I have changed jobs in the last 10 years, they have insisted on seeing various forms of ID to confirm that I'm either a citizen or holder of a green card.
